Response to Consultation: Independent Police Complaints Commission Draft guidance on police post-incident management
The Commission is pleased to respond to the consultation on the draft statutory guidance for the police service, on achieving best evidence in death or serious injury matters. We have a statutory duty to encourage good practice in relation to human rights and this guidance raises issues around the positive obligation imposed on the State by Article 2 of the European Convention on Human Rights, to conduct a proper investigation into any death for which it might bear some degree of responsibility.
