Offender Rehabilitation Bill: Letter to Secretary of State, November 2013

The Equality and Human Rights Commission has written to Rt Hon Christopher Grayling, Secretary of State for Justice, to offer any assistance which might be useful to the department in responding to the recent comments by the Joint Committee on Human Rights (JCHR) who noted they saw as the paucity of information available regarding the impact of the Offender Rehabilitation Bill on people with protected characteristics under the Equality Act.

As this Bill is now well progressed, the Commissions advice would be that there is an obligation on Government to clearly show:

• how it has considered, and are considering, the likely impact of the proposals on equality;
• where it has identified potential areas of adverse impact; and
• what remedial action it is proposing.
